CLARK COUNTY, WI (WTAQ) - The state Agriculture Department has reached a settlement with a Clark County farmer accused of slaughtering livestock without a license.

Arlin Bender was trained as a butcher in the Mennonite religious community. Officials said he never obtained the proper licensing and registration after moving from New York State in 2011.

Investigators said Bender slaughtered a farmer’s injured cow for food production, in return for cash and the cow’s hide. And the ag department said Bender was running a meat-processing facility from his house without a license.

He agreed to pay over $500 in civil penalties.

A court injunction prohibits him from slaughtering animals until he gets a Wisconsin license.
