Hard-line Republican goes against Governor's proposal on rent-to-own stores


MADISON, WI (WTAQ) - A hard-line Republican spoke out again Monday against a plan by his own party’s governor to exempt rent-to-own stores from state consumer protection laws.

Senator Glenn Grothman of West Bend is trying to round up four other Republicans on the Joint Finance Committee to take the exemption out of the proposed state budget.

He says he’s not sure if they would go against their party on this one -- but Grothman believes there are four other Republicans who oppose the exemption quote, “in their heart.”

Grothman has said the rent-to-own industry preys on the poor.

He appeared at a news conference with officials of the Wisconsin Catholic Conference and the Wisconsin Public Interest Research Group which also oppose Governor Walker’s budget measure.

The rent-to-own industry has argued for years that it does not offer credit transactions, and therefore the consumer laws should not apply to them.

A state appeals court disagreed 20 years ago, and said rent-to-own contracts are indeed credit transactions.
