WAUSAU, Wis (WSAU) The City of Wausau paid an outside attorney to investigate the controversial bird sculptures in the median on Highway 52. The Wausau Daily Herald reports that the report is complete, but hasn't been made public yet.
The report looked at two issues. First, whether the city should have put the project out for bid, and second whether the city bypassed the state's Department of Workforce Development for public projects that cost more than $100,000.
The city spent $48,000 on the actual sculptures, but the installation and site prep brought the total cost to more than $112,000.
The city council will review the lawyer's findings in closed session on January 27th. The investigation was conducted by the Madison law firm of Axley Brynelson. The law firm is charging the city $170-an-hour to look into the matter.
