The song was written and sung by Gene Simmons who wrote it about a young girl, she isn't old enough to vote, who wanted him for his money. By any other artist you might assume Domino is a metaphor for drugs or alcohol, but those aren't Simmons' vices, but he was known to fancy young girls.
