I always wonder what news channels are like in areas I don't live in. That's half the reason why I like to travel! so when I turn on the TV in the hotel, I can see what their news set looks like, or the chemistry of their anchors. This news cast comes from an entirely different country, Haiti! It's great how certain news tropes carry over internationally, like fun banter between anchors to segue into another segment, which is what this meme is!

I imagine the weather in Haiti is hot pretty much everywhere, pretty much all of the time so Arthur's job must be really easy!
When the anchorwoman comments about not having to wear a jacket, it almost seems like an obvious statement, but if watch closely, she lifts the lapel on her jacket as she says it. This was meant to be more of an inside joke, since their news station requires their anchors to wear jackets even though it's ungodly hot outside, pretty much everywhere! You can tell it took Arthur a couple seconds to process that before he got the joke.

This video got remixed so many times! My favorite one is the remix that makes it seem like Arthur just misses the joke entirely, and sits there stone-faced looking at his coworker, until an entire minute later he laughs out loud. You can check out the hilarious remixes
